How successfully do you think this funder is accomplishing its goals as a funder?

At a time of uncertainty, loss of income and future opportunities closing down, bursaries are offered to 23 out of 530 applications. Over 500 artists rejected and yet we are constantly told how much the funder 'values' our efforts. Please note I am referring to year 2020 but the tickbox didn't offer that year so put 2019. Still applies though.
Tell us one thing that this funder does really well
Very clear instructions on how to apply. Offers feedback but when it comes, is meaningless.
If you had one piece of advice to give to this funder (about grantmaking or anything else), what would it be?
Find a better way to support artists than putting them through this highly competitive, selective process.
